Immigration Help Built Around Greater Sudbury
Greater Sudbury is one of the 18 communities selected for the federal Rural and Francophone Community Immigration pilots, so some Sudbury files can follow a route that big-city applicants cannot. Our RCIC-licensed team checks whether the community pilots, Express Entry, the Ontario Workforce Priority stream, or an employer-driven work permit fits you best, then builds the file around that route. Greater Sudbury is also a partner community in Ontario’s new Regional Economic Development through Immigration (REDI) round, which runs to the end of 2027; there is no separate application, and candidates must meet the OINP criteria.

A law firm is not the only way to file a complete Sudbury application. A regulated RCIC can represent you before IRCC and ESDC, explain the scope and fees before work starts, and keep your documents consistent from the first form to the final decision.

Sudbury sits in a region where mining, health care, and a large Francophone community shape who gets hired and which programs apply. The figures below come from IRCC, Statistics Canada, Job Bank, and Invest Sudbury.
IRCC counted 1,600 in 2024, while Ontario as a whole fell from 205,850 to 169,680 admissions over the same two years.
Canada.ca lists Sudbury, ON among the Rural Community Immigration Pilot and Francophone Community Immigration Pilot communities. Both start with a job offer from an employer the community has designated.
Statistics Canada counts more than one in five residents of the Sudbury CMA with French as their first official language, and IRCC calls Sudbury the largest Francophone city in northern Ontario.
Invest Sudbury reports nine operating mines, two mills, two smelters, a nickel refinery, and more than 300 supply and service firms employing over 14,000 people.
Job Bank puts the Northeast economic region at 6.7% against 6.9% for Ontario overall, and reports 3.4% employment growth in Northeast Ontario in 2025. Regional rates are not seasonally adjusted.
Offers at or above the ESDC median fall in the high-wage LMIA stream, and lower offers fall in the low-wage stream. The LMIA fee is $1,000 CAD per position.

Frequently Asked Questions
Is Sudbury part of a federal community immigration pilot?
Yes. Canada.ca lists Sudbury, ON in both the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot, two pilots covering 18 communities that launched in January 2025. In both, you first need a job offer from an employer the community has designated, and the community must recommend you before you can apply for permanent residence. The earlier Rural and Northern Immigration Pilot, which also included Sudbury, has been closed since August 2024.
I speak French. Which routes should I compare?
Compare three. Express Entry runs category-based draws for French-language proficiency, which requires a minimum score of 7 in all four French abilities. The Francophone Community Immigration Pilot is the community route and works through a designated Sudbury employer. Ontario's own French-speaking Skilled Worker stream is closed, because the OINP now runs only the Ontario Workforce Priority stream.
Does working in mining or health care change which route I should choose?
The job offer shapes the route more than the sector. A full-time, permanent offer in a TEER 0 to 3 occupation can qualify under the Ontario Workforce Priority stream with CLB 6 (CLB 5 for certain occupations) and a post-secondary credential. Express Entry also holds category draws for healthcare and social services and for trade occupations. We compare your actual offer against each set of rules before recommending one.
Does a Sudbury employer need an LMIA to hire a foreign worker?
Usually yes, unless the position qualifies for an LMIA-exempt work permit. ESDC compares the wage you offer with Ontario's median hourly wage of $36.92 to decide between the high-wage and low-wage streams, and the LMIA fee is $1,000 CAD per position. ESDC's current processing times are 98 business days for high-wage and 82 business days for low-wage applications (data for September 2026). Employers that join the community pilots as designated employers follow a separate process through the community.
What should I send to book my free Sudbury assessment?
Send a short note with your goal, your current status and location, and your timeline. Add any job-offer letter, French or English test results, permits, or refusal letters you already have. We reply with a pathway recommendation, the documents you will need, and the next steps.
