What is Canada’s Caregiver Program?

Canada’s caregiver pathways to permanent residence are closed to new applications. The Home Care Worker Immigration Pilots, which replaced the Home Child Care Provider and Home Support Worker pilots that ended on June 17, 2024, stopped accepting applications on December 19, 2025, while IRCC processes existing ones, and no reopening date has been announced. Today, Canadian families can still hire a foreign caregiver for children, seniors or people with certified medical needs through a Labour Market Impact Assessment (LMIA) and the work permit that follows.
Immigration Pros supports both Canadian employers and international caregivers through the entire caregiver application process—from Labour Market Impact Assessments (LMIA) to permanent residence applications.

Caregiver Pathways: What Is Open and What Is Paused

Important:

Today, families can hire a foreign caregiver through an LMIA for in-home caregivers, and the caregiver then applies for a work permit for that job.
The Home Care Worker Immigration Pilots are paused since December 19, 2025: IRCC is not accepting new applications until further notice.
